ABSTRACT Violence and abuse of women and children are increasing in Liberia. The culture of violence and abuse continues, hurting future and current generations. SHALOM recognizes the vulnerabilities of children, youth, and women who encounter multiple violence within the presence of conflict in Liberia. According to 2019 WHO data and other organizations, 9 in 10 women experience some form of abuse before age 24. SHALOM is addressing these abuses with over 12+ years’ experience. We believe violence and abuse are never normal and need our urgent intervention. SHALOM believes violence can be curbed to achieve better transition.

KEY RESULTS ACHIEVED OVER THE PAST 5 YEARS
SHALOM has implemented the EC HIV/AIDS Orphans and Vulnerable Children (OVC) Care and Support project; the Global Fund Pediatric HIV/AIDS Treatment, Care and Support project for 6 years in Montserrado, Grand Cape Mount, and River Cess Counties. We are collaborating with the Ministry of Gender Children and Social Protection, Ministry of Health/National AIDS Control Program, Ministry of Agriculture and Ministry of Education. The name “Shalom” under the current food assistance project is a household name in the Orphans and Vulnerable Children sector and education circles in Liberia.

SHALOM, Inc. is developing and strengthening a local partnership providing care and support to vulnerable children and working-class people in Liberia. This includes people living with HIV/AIDS (PLHIV).

SHALOM has initiated a positive and sustainable local fundraising drive and is redeveloping funds raised internally in the absence of donor support for the fish and cassava vegetable farm.

CORE STAFF

  • Executive Director (ED) – Manages all states of SHALOM’s programming.

  • Finance Manager – Provides supervision of all SHALOM financial transactions and assists the HR and Administration Manager in the absence of the ED.

  • Logistics Officer at the HQ and the sub-offices – Manages the logistical requirements for all SHALOM activities in Liberia.

  • Program Officer – Manages the programmatic activities of SHALOM in all sectors.

  • M&E Officer – Assesses the budget performance and M&E of SHALOM projects.

  • Volunteer Officers – Responsible for organization-wide community and field project engagements.


CHALLENGES: LIMITED FUNDING
The funding situation is a serious constraint to reach out to more and more vulnerable and weak families. The dream to serve the downtrodden and transform more and more lives can only be done through funding.

EXISTING NETWORKS
SHALOM is a registered member of the National AIDS Commission/CSO AIDS Committee, Child Protection Network, Gender-Based Violence Secretariat, and NGO Network for Children.
SHALOM helped establish positive children support groups in different health facilities and active adult PLHIV support groups.
SHALOM continues to lead the active groups under the corporate OVC support service in the country. These groups include:

Catholic Hospital Children Support Group

SOS Medical Hospital/OVC Hospital Children Support Group

Island Hospital Support Group

River Cess Support Group

Buchanan Hospital Support Group

These groups are functional and provide psychosocial care and support to infected/affected OVCs through social centers and community linkages.

KNOWLEDGE OF THE LOCAL CONTEXT
SHALOM has worked with the adolescent OVC beginning with HIV/AIDS and Vulnerable Children (OVC) in 2013.

SHALOM has had various child-headed households and grandparent-headed households supported under the USAID Family Strengthening Program and the Global Fund HIV Pediatric Grant.

2014/2015: Helped launch an intensive parenting education component for adolescent-based programs.
2016 to current: the U.S. President’s Emergency Plan for AIDS Relief (PEPFAR) DREAMS Learn Program.

We also continue to work in the largest slum communities in Monrovia, which includes the Township of West Point, Clara Town, Doe Community, and New Georgia and Peace Island Communities. These represent the most impoverished segments of Liberia’s capital.

The current U.S. based food programming is the SHALOM Education OVC Orphans and Vulnerable Children Support (2019–2021), funded by World Food Program/SHALOM. SHALOM also received Child Welfare and Child-based Activities Grants (funded by the Ministry of Health/Global Fund Unit/Ministry of Agriculture) (2011–Current).
